Unseeing Eye. No diseased ones or avatar appearing.

in Baldur's Gate II: Enhanced Edition
Hey all I have problem. I am at the tail end for the quest line "Cult of the Unseeing Eye" and I cannot get rid of the rod. I have gone back down to the temple but there is no diseased one to speak to and no avatar in the temple.
Any help would be greatly appreciated.
If I can CLUA this I would be happy to but do not know the creature codes needed.

    Can you attach a save file here? That would make it easier to figure out what is happening mechanically to cause this issue.

    Also are you running any mods?
