Can't complete Boo kidnapping quest

Hello all,

I've run into a strange bug. I'm attempting to start the quest to solve boo's kidnapping, but every time I try to go to the Sea's Bounty Tavern to see Billy, he disappears as soon as he comes into sight and I'm stuck. I've downloaded and installed the latest version (UB26) but to no avail.

anybody seen this problem before? Any possible solution?
