[Windows] Haste Spell Only Gives +1/2 APR To Characters With X/2 APR

1. Take a character with X/2 attacks per round
2. Cast Haste spell

Observed
Character will only get +1/2 attack per round.

Expected
Character should get +1 attack per round.

Notes
Seemingly a known bug but weirdly not acknowledged as such.
Should deserve high priority though in my opinion.
Surely similar in BG2.

    Well, I thought this might be by design, but yes, it does work that way. In any case the spell action ought to be consistent with the spell description, so

    either the spell or ought give +1 APR even when the existing APR is x/2;
    or the spell description ought to be corrected.

    the behavior seems too errant for the end result to look good if they just change the description
    imho it would look weird

    better leave it as a bug then adjust the text, probably most people won't even notice and it doesn't break anything

    This has been reported as issue 4296 for BG2:EE. That's a code issue so it should cover BG:EE as well.
