Here is a file for the scarlet ninja to +3
now it can be used by everybody.
I really didn't like that this item was basically useless unless you played a thief with HLA.
So i fixxed it.
Here is the file. Just copy it into the override folder. And you can use it on your fighter or druid for example without issue.
