I was thinking of picking up the EE version of this game. I remember needing to install a fixpack and unfinished business from G3 to get the most out of the original. Does EE need these patches (or any others) or has all of this content already been implemented? Thanks.

No, you don't need any mods with the EE.
Fixpack and Unfinished Business have been integrated into the game, and the Widescreen Mod has been made redundant by the new UI. All other mods were always completely optional and a matter of taste, and still are.

That said, there are many mods to choose from in case you want to mix things up a little to keep the game interesting as a veteran player - from rule changes to item additions and NPCs. However if this is your first time playing the EE, you don't need any of that imo.

Still, there are two mods that you might consider regardless:

• Minor NPC Portraits for IWDEE" - This gives each NPC you can talk to a fitting portrait, which makes the game feel much more alive.
• Awesome Soundsets - Because there can never be enough player soundsets to choose from.
