[Windows] Bug in the spells: Lower Resistance, Pierce Magic and Pierce Shield

Observed:
Lower resistance, pierce magic and pierce shield casted by a level 31 sorcerer lower target's magic resistance in 30%, 20% and 30% respectively.

Expected:
Lower resistance and pierce shield should lower target's magic resistance as 10%+1% per level, while pierce magic should lower target's magic resistance as 1% per level as claimed in the descriptions of the spells. So lower resistance, pierce magic and pierce shield casted by a level 31 sorcerer should lower target's magic resistance in 41%, 31% and 41% respectively.

    Lots of per-level spell effects cap out at level 20, which is presumably what's happening here.

    However, yes, if a spell effect is going to cap out at level 20, then it should say so in the spell description, else the description is lying to you (and that's a bug).

    All spells cap out at level 20, so there is no need to say so in the spell description.

    You can stack 3x Lower Resistance or 3x Pierce Magic into a Spell Trigger if you want to, which will lower MR by 90% or 60%, respectively.

    Not true. Some go on improving - for example Dispel Magic.
