[Dupe, #11581] Phaere not releasing game controls

I went and conversed with Solaufein (killed him and let him go) to get the cloak for Phaere, whenever I go back to her and give her the clock (have tried sleeping with her and the "I'm already spoken for" technique) where after she commands me to go to the temple, the game controls never come back and can't use any keys. It's stuck in sequence mode

My party was standing on the stairs and I only let my main character converse with Phaere. I moved my entire party to the top of the screen and then went through the whole thing with Phaere and the controls came back.
