Who are good-aligned enemies in both games?

Curious to know when and where Unholy Blight spell is actually useable.

    That Harper bunch in BG2 that doesn't trust you might be. The silver dragon in the Underdark if you take the evil route on that quest definitely is (good luck escaping with no disguise!). Maybe the monk in TOB? The Flaming Fist? Hmm... not sure if they are neutral or good.

    Balthazar is Lawful Evil. Or at least, that was always my understanding.

    His behavior was definitely not "good".

    Fairly sure Irenicus is flagged as good in the .cre files...

    Balthazar isn't evil. He honestly wants to protect the town's people, but decided that the only way to do it was to establish total dominance. The only reason he fights you is because he believes that you're evil.
