Current behavior:
Spellcasting can be interrupted by damage that you're immune to.
Example: A mage with 100 fire resist that is casting a spell, can be interrupted by another mage that hit him with Sunfire.
Expected behavior:
The cast's success shouldn't be influenced by something that doesn't inflict real damage to the caster.
Note: this has been fixed in @Ascension64's ToBEx

The only exception might be spell immunity as it's supposed to prevent the spell from touching you at all. On the other hand....spells aren't really consistently applied. Some like icestorm, web or cloudkill are invoking (calling, rather then creating) a non-magical hail storm, sticky webs, or cloud of toxic gas from somewhere else which if working properly would by-pass magic resistance or spell immunity, since the spell isn't focused on the target, while a fireball or lightning bolt are evoked or actually created from magical energy and would have to by-pass magic resistance or be stopped outright by spell immunity.
Well, in D&D your cast wouldn't be interrupted by a totally absorbed damage source.
Ex: a Red Dragon can have a bath of fire (and even like it) while casting his spell.
The concussion thing doesn't make senso, imo. You made the example of a Fireball (maybe Dragon's Breath would have been better), but what about a Flame Strike? It summons a column of fire above the target, no explosion here.
Even if you are protected against petrification and it doesn't deal any damage, it can still interrupt your casting.

Casting Interrupted by elemental damage <= 0 (probably true for all sources; tested for fire with spells)
Tested using a lvl 9 Dragon Disciple with Resist Fire cast.
Immune to fire, but displays damage animation and spells are interrupted.
This severely hampers DD tactics (especially with the 1/round damage of Incendiary Cloud in BGII).
