Cloakwood Mines doesn't appear on World Map

in BG:EE Bugs (v1.3)
I'm having an issue where I can't get to the mines even though I've been through the 4 previous Cloakwood areas (and walked east at the fourth area) and I've read the bandit camp scrolls, talked to Ender Sai, and triggered Chapter 4 already. Please help as I don't like to use "cheats" to change my game to progress or mod my game.
