Free action spell messed up

The spell doesn't protect against web, but it works against slow/haste. Tried using Arbane sword, free action ring and the priest spell all work in the same broken fashion.

there is a tweakfix for this on one of the mod websites, it fixes a load of stuff i would suggest trying it, i'll try find it now.

There is nothing about this free action bug that I encounter, seems like a unique situation
