Since the update, all players, NPCs, etc. look extremely blurred. Is it supposed to be like this or have I missed a setting somewhere?

    You can remove the outline on characters if you have not already, by going into your settings.

    Options - Graphics - Sprite Outlines.

    Then reload your most active game for the changes to go into effect.

    @Sylvus_Moonbow - Already done that but it still looks blurred and shiny.

    They changed the filter used to render the graphics. Some think it looks worse, some think it looks better, and some (like me) can barely see the difference.
    There's already a request in Redmine to make the filter a switchable setting.
