Cloud saves

How do Cloud saves work? I had them enabled from the second I installed the expansion on both PCs but when I changed them, I couldn't find them. I can see that they get cached in 'cloudsave' folder, but I don't see them get transfered. Also, interestingly, at one point on the second PC, after Quicksaving and then reloading, I saw 'Quicksave-4 (Cloud Save)' (something like that, on first pc atm) on top of my save list which was about 20 minutes behind my actual latest quicksave.
