[Spoilers] City Quests

in Baldur's Gate: Siege of Dragonspear
I'm trying to tie up 2 quests before I leave Baldur's gate in Chapter 7, but I have forgotten where the quest-givers are for the following 2 quests:

Refuge for the Refugees
Days of Wine & Stealing

I have collected the required items for these (I think), but can't find the contacts to turn in the quests.

Can anyone tell me where the quest-givers for these 2 quests reside? Thanks!

    The refugee guy is in front of the palace.

    Thanks! I found Garachen for Refuge for the Refugees.

    Now I just need to recall where the quest-giver for Days of Wine & Stealing is located.

    Ah, found her - Irina in the kitchen of the Elfsong Tavern.

    So the first time I played through the city I was confronted by a pickpocket named Zelma outside Sorcerous Sundries and killed her. My second playthrough of the area, she didn't appear. Anyone else find her?

    I think Zelma is always in the zone, but I found that sometimes my characters didn't move close enough to her to have her initiate contact. Of course, once you kill her, she doesn't come back.
