[Windows 8.1][Steam]Baldur.ini not appearing in Documents/Baldur's Gate II: Enhanced Edition folder

Newest patch was released and the shaman sounded interesting so I downloaded the game again from steam.

Started a new game up, saved and exited to look in the folder to enable debug.

No baldur.ini but the Baldur.lua appeared along with folders for saves, portraits and characters.

How do I get the baldur.ini to appear with the latest patch? In the past it has always just been there.

I have tried loading from steam, start menu and shortcut with no success and adjusting settings.

Any help is appreciated. Thank you for reading this post and hopefully responding constructively.

    The new game does not use the INI file anymore (Except to import the settings from the INI file to the LUA file if the INI file is present and the LUA file is not present). You want to open the LUA file with Wordpad or something and enter the relevant debug command in to it.
