Multiplayer issues: seems like Windows might be the culprit?

My group was unable to get multiplayer to work for BG:EE last weekend. Since then I have done some testing. I had at my disposal:
  • A Windows machine
  • A Mac machine
  • An Ubuntu machine
  • Two Steam Accounts with BG:EE
My tests included using both Steam accounts on each machine to host, and then using the other account and other machines to connect. The accounts did not seem to make a difference (I didn't suspect they would) but the machines did. What I found was that the Ubuntu and Mac machines could host and connect to each other, but that the Windows machine was unable to either host or correct. This seems in line with my experience last weekend when myself and three friends were attempting to play together using Windows machines.

Things I have attempted so far:
  • Port forwarding. I have forwarded all of the ports the community seems to agree should be forwarded. This made the difference for my Linux machines, but did not help Windows.
  • Firewall exceptions. Does not seem to make a difference.
  • Disabling firewall. Does not seem to make a difference.
  • LAN. All of these tests have been conducted on the same network, but I have tried direct connection as well. For Windows, it doesn't seem to make a difference either way.
We were hoping to try again this weekend, but we will have to use primarily Windows machines. The only thing left that I can think of to do is to disable Panda Antivirus, which a coworker mentioned might be the culprit (I am skeptical about this however). Is anyone currently playing multiplayer on Windows, and if so, are you doing something different than I am? It seems like a lot of people have been having trouble recently and I would like to get to the root of it so we can all get back to playing.
