So who's exactly responsible for the new UI and what can be done about it?

Because it's just plain hideous.
Keep in mind that it's just my own opinion, but as you can see is shared by many others.
Why replace a perfectly good old look of menu's and character sheets and force upon users new underdeveloped ones?
It just doesn't make any sense.
When can we expect a frontend in-game solution to tweak out any unnecessary changes brought by 2.0 and 2.1?

Albeit considerably back-end but if it really bothers you so much you can configure the UI to your preference.

The old UI was ugly and broken. The new one is much better.

And yet people were happy to use the old one for over 20 years.

    It wasn't THAT broken.

I don't think most people have been using the original UI for 20 years. There have been a number of patches and revisions to it that make it difficult to remember the significant number of issues with it.

    I used it but I wasn't happy about it. There's a difference.

For me, the SoD UI has been fully backported into BG1. I don't actually mind except for the fact that the ESC/options screen is showing the Dragonspear logo instead of the BG1 logo.

Probably never, absent mods. I don't see any reason that the team would devote extra work to getting rid of an improvement instead of working on new stuff.
