Well, back when it was only sweet, sweet SoA we did not have devas or hlas or even legitimate castings of 9th lvl spells thanks to 2.95 m xp limit. (except casting time stop directly from scroll, which was such as waste!) So Irenicus was challengin enough. A master player will still rip him apart in short order, though.
Then ofcourse, there is scs. And even crueler, the infamous Tactics 'Improved Irenicus:The REALLY Shattered One' battle in Hell. That was awesome.
Tbh, SCS Irenicus battle in Asylum is so much harder than vanilla Irenicus Tree fight. I remember reloading a dozen times back in the day. Yesterday I finished him off in one go.

I think it was more like people knowing so little about the game. I don't think I even knew Breach was a spell back then. This game was genuinely hard on core mode the first few times. And also, people were 16 years younger. Probably influenced it a bit.
Granted, HLAs and stuff makes it easier today, but I don't think that's why he's not considered that challenging anymore.

Yeah, original tactics Irenicus is brutal. There are three rounds.
First round is the hardest, he is shattered into aspects:A shadow dragon that drains levels, an elder orb with buffz up to vazoo that also saps constitution, a sarevok wraith immune to magic with -24 ac that drains a lot of strength, mordenkainen sword+black razor hybrid, and Irenicus with unlimited spells+shatter magic ability. On insane, each round shadow dragon summons a wyvern, elder orb summons beholders, sarevok summons wraiths, sword calls in mordys and Irenicus summons a lich. Yeah. Cool fight.
