Really specific question about reacting to damage

Is it possible to tell when one particular character deals damage to another particular character and respond to it?
e.g. Neera nearly TPKs you with a wild surge (raise your hand if that's happened...), is it possible to have Neera dealing damage to CHARNAME set a variable which triggers a conversation where Neera says, "Whoops, my bad"?
Probably not, but just an idle thought I had now that I'm dipping my toes into BG and modding again, so thought I might as well ask. Thanks!
