Strength?

I have a fighter that has a strength of 17 and does not meet the requirements for using a composite bow. Will he ever be able to use the weapon either through some sort of modifier or increase in his basic strength?

    Yes.

In the beggining there are strenght boosting potions and the mage spell: strenght, which are raising your attribute temporarily. There's a priest spell too, which raise all friendly creature's strenght. Later there will be items, that give permanent solution.

Gauntlets of Ogre Power, also known by the name of Hands of Takkok
    Baldur's Gate: Low Lantern tavern

Strenght Tome (Manuals of Gainful Exercise)
    Underground passages of Candlekeep

    Edit:
You can get innate version of Draw Upon Holy Might too throughout the storyline, if you have good reputation.)

also there is a really great longbow in
chapter 3 right before you hit chapter 4, so be on the look out for it
and it doesn't require 18 str to use
