The quest is tied with progressing her romance and some of the love talks are triggered by resting in outdoor areas. It may also involve doing the quest where she gets cursed in the Sea Bounty, not sure.

No, the quests is NOT tied to her romance. The two are related but separate. The actual Harper quest is actually triggered by meeting Xzar who wants you to save Montoran from the Harpers.

Actually it's slightly tied :/ If you are romancing her when you go back to Xzar with "Montoran", then you don't immediately advance down her harper's questline. You need to rest outside near Nalia's Keep I think and get ambushed.
If you aren't romancing her, then it starts as soon as Xzar's quest is done.

Meronia, the one who takes her to Harperhold, spawns almost always after the hostage-taking bandit encounter in the woods. However, I believe hostage-taking bandits are a part of her romance, because you can break the romance there if you act cowardly and pathetic. For the hostage-taking bandits to spawn, you need to rest outside in wilderness, Druid grove or Nalia's keep outside works just fine.

I always do the Xzar-harper quest beforehand, you need to know about the Harperhold and what's going in there, otherwise Meronia taking her to a place you have never heard of makes no sense. Therefore, I think it is mandatory to do that quest beforehand.

    You need:
    1. To take the poisoned Harper you find in the random encounter back to the Harper Hold
    2. To do Xzar's quest
I've done several playthroughs and never romanced Jaheira, but have done this quest, so it's not tied to her romance. IIRC the romance is dependent on this quest, though (I remember reading that a while back, at least).

The timepoint you get the quest is tied to the romance. If the romance is broken, e.g. by having kicked Jaheira out of the party, wrong dialogue choices or non-eligibility, you get the quest right after the one with Xzar.

If the romance is still progressing you only get it after the romance event with the bandits. This usually happens much later.

If you want to trigger the harper event and do not care about the romance, the fastest way is to kick Jaheira out and get her back right after.
