Spawn NPC not working?

I remember I killed Edwin, because I wanted some fast and easy exp for my dual-classed character, but I now regret it a bit since I need a powerful wizard and I really HATE Neera because of her personality. Ugh.

Anyways, I can't spawn him using console. I've been trying for about an hour, looking it up on the internet, I have spawned NPC's before. Is it something new with the update? Can someone give me the proper console command. Thank you.
