AM guessing mid teens?

Is this a lower requirement than needed for HLA eg 3million exp?

    UAI is an HLA. HLA's should be selectable at the first level gained after hitting 3m. Hexxat is the same as all other characters in my experience.

    Thieves get their first HLA at level 24. At exactly 3.080.000 xp points. Thus, you can choose use any item earliest at level 24. Thieves and bards level faster than other classes, hence the higher level requirement to reach the 3m xp cap for hla territory. In contrast a mage gets first hla at lvl 18, but exactly at 3 million xp.
