Installed first part of my megamod with PI (including Siege of Dragonspear dlc merge from BG1) then ran DLC Builder > recommended to "workshop" dir in main folder. New dlc name: dlc_part1.mod. Then i took a fresh BG2EE install and copied into it all workshop dir with *.mod files and engine.lua. Copied engine.lua info main game folder. And when i start DLC Merger it searches for Siege of Dragonspear dlc, don't find it and quits. I even won't get a menu to choose "merge other DLC's" .

What are trying to do? DLC Merger is a BG1 mod, you can't install it on BG2.

Not quite. Only the first option is BGEE-only. The other options can also be used to merge custom DLCs (e.g. created with the DLC Builder) and should be available for any EE game.

I'm just trying to find an easier way to install a megamod. What i'm trying to reach now is to preinstall Siege of Dragonspear, EET (main part), all quest mods, all NPC flavor mods, all items mods. And make it as a base install with this DLC Builder tool.

Then install EEEX, UI mod (Lefreut's or Infinity), stratagems, zstweaks, all kits mods, cd_tweaks, eet_tweaks, worldmap, portraits mods, eet_end and several post eet_end mods.

If it works, then i'll have a stable base (all quest, items, npc mods rarely changes) for future installs. Tweaks and kits mods are actively supported and changed. Also i like to choose various parts of tweaks, try other variations with it.

I'm in doubt if it won't be easier to just keep backup of 1st part install for later than making it a DLC, but Argent77 created this nice tool, so why not to try.

Ok, so it doesn't work that way. DLC Builder won't work as a base install of mods, cause it changes files places. It's a good tool for transfering of all install to another pc (for example, when you finish an install an don't wanna to repeat for multiplayer needs or to backup for later use), but doesn't work as i hoped - to pack some installed mods (create mods base) and transfer them to vanilla BG folder, to continue EET install with different mods scheme later.
I guess it's easier to backup all BG install with mods folder and just transfer it, if one needs it, but it's just another opportunity, of how to manage installs and it works.

DLC Builder doesn't include the WeiDU.log or backup data of the installed mods in the DLC. That data is required to expand or modify an existing mod installation.

I agree that for your use case a full backup of the game folder would be a better option.
