Earth elemental refuses to move

My summoned minor earth elemental refuses to move or it just moves a couple of steps and then stops. You can try it in the attached save. Try to move it around. Sometimes it goes were you told it, sometimes it just walks one or two steps and then stops. Sometimes it doesn't move at all.

Edit: I thought this was a problem with summons in general, but I realized it only happens with the earth elemental.
