It should not be in your initial inventory. However you may obtain it from the Genie in Chateau Irenicus if you had it before.
Minor clarification: as of v2.0, the Genie will always have the Sword of Chaos; the +2 weapon from BG:EE will instead be on a table in the room with the Sewer Golem. If you didn't have one of the "importable" weapons, it'll be a +2 weapon that matches your character's class and/or proficiencies instead.

Oh alright. You know, we android-users are still stuck in v1.3 . That's a fair modification though
I actually just started a game with a barbarian with profs in 2weapon style, short swords and 1 in spear (will change this with eekeeper) and the game decided Varscona was appropriate for my profs

What's the rationale for that @Dee ? Is it just to make the early rooms a little easier? Or is to give some consistency with the "mysterious buyer" dialogue in the first dungeon of SoD?

The latter; the genie gives you a weapon that is rightfully yours.

Some weapon types do not have any weapon that can carry over, and spears and short swords are among them
