Where is Kelsey?

in Baldur's Gate II: Enhanced Edition
I recently acquired the Kelsey Mod, which was clearly compatiable with EE, but the README gave me no hint as to where the NPC is located.

Could somebody please help me out with that, I don't want to miss him while exploring.

    It's been a while, but if I remember right, he's in the government district, not that far from where you can run into Jan.

    Yes, in the government district, also near Keldorn’s estate.
