Purchased BG:EE as gift for friend, he was not provided a means to download

He said it tells him his account is not provisioned for this title.
I emailed him the email I received after purchasing, which has links; he downloaded and when he tries to launch it also tells him his account is not provisioned for this title.
I emailed support - hopefully someone has an idea?

    Please note that after reading another post on the site, with identical issues as me I'm hopeful that management works on improving the gifting. Once I redeemed my code, I was expecting an email with a link, or instructions on how and where to download. I tried to download Shephounds link, but see above as it must be account bound. Note that under My Games this game never showed up, even though I redeemed the coupon as the short email requested.
