Ring of Reckless Action + Messenger of Sseth Bug?

In my recent game, I gave my F/T the Ring of Reckless Action (APR+1) and the Messenger of Sseth (Long bow, 3 attacks/round).
With the ring, he should have 3 APR when using a long sword and 5 APR using the Messenger of Sseth on level 10/12. However every time he switches from melee to the bow, his APR only change from 3 to 4, and I have to open his inventory, take off and then put on the ring to make the APR increase to 5.
Did anyone encounter the same situation here?
Update: It also happen with other bows. When switching from melee to a normal speed bow, his APR remains 3, but he should have 4 APR with any normal speed bow.
