What can prevent an SPL from working?

This has happened to me a couple of times in Near Infinity. I don't know if it's NI's fault or not. I've been able to rename the files and get around it, but no even that doesn't help. There is an SPL that used to work just fine, and now suddenly it doesn't. I make corrections, add and remove global effects and spell abilities, but nothing helps. The spell doesn't even go as far as the global effects, the ones triggered by the casting itself. Just... nothing...
