Circlet of Lost Souls: No Summoner Level Bonus?

The item description says "Caster Level: +1," so shouldn't this bonus also include the caster level for summoning spirits? The Shaman's minor/major animal spirit summons are rather underwhelming at 11th level, which is also their level cap in SoD.
I realize the developers may have to create a new opcode, much as they did with the turning level bonus for the Shield of Egons, but it would make Shamans much more interesting and useful during the latter chapters of the game, as they'd be able to summon the lesser elemental spirits that are normally reserved for 12th level.
Anyone have any thoughts on this? I've submitted a feature request to Redmine with my fingers crossed.
