Siege of Dragonspear ***Bug**- Mkhiin and Baeloth unavailable. When entering the Coast Way Crossing

When entering the Coast Way Crossing there is an action bar message- MKhiin shadowdoor. At the fighting pit there is no Baeloth or Mkhiin or announcer with fighting pit information. I saw this issue in forums listed in July. Issue was supposed to be fixed with 2.2xxx patch. I am running Steam and current at 2.3.67.3 for BGEESoD.
