Can't get Grandmastery Proficiencies with Fighter and Archer

When I create a Fighter or Archer in Shadows of Amn, I still seem to be limited to 4 proficiency slots for my weapons. The button to put more points in is red rather than grey, implying i should be able to put another point in, but when I click it nothing happens and I cannot actually get grandmastery.

I know fighter and archer are supposed to be able to get grandmastery with their weapons. The character file for Abdel starts with Longsword Grandmastery, yet I cannot seem to replicate this with any of my custom characters.

Am I doing something wrong or is this a legitimate bug? Is this just on my machine or is it a system wide bug? Can anyone else make a new fighter or archer and get grandmastery with their weapon?
