Bug? Winterbrook in Resurrection Gorge (Potential spoilers)

During the Dorn's Bloody Path quest in SoA you need to get an item from Winterbrook. If you have a certain level of charisma, there is a peaceful option. The game is using the protagonist's charisma level rather than the party leader's - is this considered a bug?
It's easy enough to fix, just swap who is wearing the Ring Of Dump Stat Influence (sorry, Ring of Human Influence :-P ), just figured it was an anomaly that should probably be fixed.
