iep banter's accelerator only effect soa?

so during my last runthrough of bg2 i had the iep banter pack set to have banters go every 10 mins. this was working fine until i got to tob and then no banters would go off at all.

so i wanted to know is this normal. should i have just used the accelerator in the ppg banter pack instead?
