Was the Sythillian empire lead by a bhaalspawn?

I remember reading it somewhere that the ogre mage invaded Amn and was killed Yaga Shura, can anyone confirm that?

Yaga-Shura was one of the 5, so if he was the leader of the Sythillian Empire, than I guess the answer's yes.
