I noticed I was experiencing some issues when moving the screen, and luckily I saw a post on STEAM that helped me directly with the problem. Here are the steps you'll need to take in order for the screen tearing to disappear:
1) First install AMD Catalyst Control Center for your computer.
2) Go into the Control Center, and set Preference to Advanced View (Trust me it is a lot better).
3) Go to System Settings
4) Find "Wait For Vertical Refresh", and set it to Always On.
5) Find "OpenGL Triple Buffering", and set it to On
Start the game of your choosing, and move the map area around, and you should see no more Screen Tearing, it worked for me, but I'm not sure if this will work for every AMD user.
