De-hardcode Specialists Mages Features

Hi, here's my request:

Do with other specialists features (spell learning % bonus/penalty, apply save penalty) the same you guys did with the bonus vs. specific school in 2.0.

One opcode for each effect or, in the specific case of spell learning, one single opcode that accepts negative values.

    More generally, I would ask to de-hardcode the other kit features that are similarly hardcoded.
    I may forget some, but I would add Shadowdancer's Hide in Plain Sight ability to the list
