Are RESPONSE probabilities fair?

I know it's always difficult to tell with random numbers, and I've seen it written that with RESPONSE #1 and RESPONSE #1 one under the other the first one is "slightly" more preferenced. But I get the feeling that the skewing of probabilities is more than "slight." For example, I have a script with RESPONSE #8 for the usual consequence and RESPONSE #1 for an uncommon occurrence. It should be happening 1/9 of the time if the rolls are fair, but as much as I've tested the script, the second result is yet to happen. I get the feeling I'm going to have to double the probability, at least, to see it.
