Proficiencies for any class mod?

Is there a mod that allows any class to add proficiencies in any weapon or style? I know there's the "Weapon Styles for All" in the tweak pack, but that's only for the styles, not the actual weapon proficiencies. For example, so I could add more than 1 pip in a thief's Shortbow proficiency.
