New VFX to be used for custom needs.

On my server we have a lot of items with on-equip effects as well as cinemas. I have mostly reused a lot of effects to achieve nice feedback. It would be helpful to have a library of VFX that aren't used for spells and effects already used by the main content.
I.E. we do not currently use custom content to allow new players access without having to commit to downloading resources for the server. i'm not sure if it would be reasonable to include things like CEP or PRC to the standard resources but I would suggest this should be a pursuit of the devs.
