Missing "help" popup for spells and special abilities during creature editing

Normally in 1.69 and prior, when editing a creature's spells and special abilities, there is a small help button (?) at the lower right of the spell/ability list that brings up a window to explain exactly what those spells and abilities are. This seems to be missing in the toolset now.
