Color Spray shouldn't turn neutral targets into hostile.

Color Spray spell is pointless compared to Sleep which is a spell of the same level.
But Sleep works only on enemies so Color Spray would be useful to steal in the houses if it doesn't turn the inhabitants into hostile as far it succeeds.

Is it a good idea realisable?
