Trouble with Lothar

in Planescape: Torment: Enhanced Edition
I'm currently at the part where morte gets kidnapped and Lothar tells me to go underground and retrieve a skull of value. I don't know why it won't let me give any of the skulls to Lothar, or even have any dialogue options beside "No I haven't found one yet." The skulls I have are (The skull of the silent king, Hagrimms's skull, acaste's skull, Mantuok skull) What am I missing to be able to have other dialogues with Lothar?

    Have you been to the nameless one's tomb link from the drowned nation? You need to actually look for the skull he's asked for.
