Lingering Improved sneak attack bug

While we're talking upgrades and bug fixes long overdue: Improved sneak attack is still able to be taken as a "pure" assassin (who hasn't taken any classes with sneak attack) but doesn't do anything unless you have some actual sneak attack.

I mean that does bring up the point of which part of the bug is intended (assassins not benefitting from it or assassins having access to it), but either way, please fix, drives me nuts. Thanks :)

(My vote: Let them benefit from it!)
