So if I'm looking at adding new base items, but also use CEP, would I need to start with theirs and append new stuff to the end of it, outside of the reserved ranges, or would I just have empty lines in mine where they've reserved lines theirs?

You add to the CEP 2da, and put your modified 2da to a hak above the CEP haks.
