"Upper Kuldahar"? (Spoilers)

Anyone ever wonder what Winthrop at the Root Cellar Tavern in Kuldahar meant when he tells you that Lysan would say she was going to visit her family in "Upper Kuldahar". She'd make this excuse to him in order to explain her absences while she went on her retreats to the Vale of Shadows. Do people live further up the tree than the roots at its base? Or is Upper Kuldahar more akin to the region around the Kuldahar pass (outlying farmsteads, mill, etc.) The term always intrigued me and I wondered what the heck he meant.

I believe it's the neighbouring region around the main hamlet. I've not found any references to support this statement, but I don't think people live further up the tree (at least, that's what it looks like seeing the visualisations of the Great Oak).
