High Hall of the Radiant Heart is not accessible during Dorn's quest

Hi all, I just looked around and it seems to be a common issue, that the Hall of the Radiant Heart is locked (door can be picked, but can not get inside) after Dorn's mentioning to find Guardian Telwyn to process his quest, is it an intended behavior or a bug?
