Server Vault character created as Local Vault

I ran Into a strange Issue on my own server, where when I go to create a new character, It's created as a Local Vault character. It's Instantly deleted from the Server Vault and basically, the only way I can work around the Issue, Is by manually moving the character file to the Server Vault.

Any Ideas what could be going on here?

    Yes this happend to me . I logged into a player world. Then when I went back it said player name already taken. I checked my folders and there were my characters in local vault. No reply from server admin yet.
