NWN EE severe stuttering

I am stuttering on NWN EE even on the lowest settings. I have a good rig, two GTX 980 TI's and i've ran the deluxe edition on GOG fine before. I can't even get by this stuttering my turning every single setting down. It's like a weird stutter jump as I run through a city or open field. It'll just jump and the sound will even skip. I remember the solution being to switch the sound settings but I don't see those sound settings anymore in the options. I am really at a loss here.
